Two bodies of law ordinary sites never touch.
HIPAA governs any page that collects, stores, or transmits protected health information: intake forms, patient portals, even certain marketing trackers. Penalties run from roughly $137 per violation to annual caps above $2 million.
Accessibility is a separate, parallel duty. Under the ADA, Section 504 of the Rehabilitation Act, and Section 1557 of the ACA, your site is expected to meet WCAG 2.1 Level AA.
